Where do you go for that? I also read that you need to set permissions on Chrome to allow storage, but it was already enabled. I also checked this on the gallery app and it was ALSO enabled. The other solution listed above this one did not work for me.

Try resolving your experience by making sure that mobile data is enabled: From any screen, swipe down to reveal the notification panel. If inactive, turn on mobile data.
